Lecture in the course of the Summer Academy 2008

Aims of the course

The course will be split into two parts: the first half of the lecture provides a detailed insight into eGovernment applications starting with a discussion of current domain-specific information systems. In this respect, portal solutions, workflow and records management systems, registers, legal information systems, as well as polling stations are being investigated. Thereby, the considerations will always be twofold: traditional eSolutions and/vs. mobile communication opportunities.

The second part of the lecture will especially focus mobile applications in the public sector. Here, solutions such as digital signatures and digital identification via mobile phone, mobile parking, mobile citizen service centers, mobile workstations for street level bureaucrats, social workers, the healthcare servants and rescue workers in emergency cases will be investigated.

The course will close with a reflection of the impact of mServices to society and an assessment of the public value-add.

How to get the certificate and credits

1. Group exercises during the lectures (30 %):

  • Discussion of various themes in groups and short presentations
  • Discussion of assignment themes in groups and presentation of results on 8th July
  • Short presentation of the outline of assignment at the last lecture (either 11th or 18th July)

2. Elaboration of an assignment (70 %):

  • Topics will be chosen half way through the lecture (in the lecture of 7th July 2008
  • Submission of assignment in electronic form on 15th September 2008
  • ACM format guidelines: Template for Assignments (in word). Formats accepted: PDF, OpenOffice, Word, Latex

  • Length of paper: min. 10 – max. 12 pages

3. What should be discussed in the assignment?

  • Context, motivations and services provided through the implementation / solution of study
  • [Potential] architecture(s) and system components
    Specific design aspects
  • [Potential for mobile government features -> in case of classical eGovernment or eParticipation]
  • Specific questions and demands for IS research
  • Challenges and barriers of such an application
  • Considering also the mGov features
  • Impact and public value of the solution to society
  • Transferability of technical solution(s) to other contexts / environment / cultures
