The research intern (Forschungspraktikum) 'Once-only Prinzip' is offered to students of the following curricula: MSc E-Government, Information management, Information Systems and Web Science. It will be held in Englisch

Development of future scenarios of cross-border once-only implementations in dedicated policy areas (education, health, citizen data such as birth registration and family allowance, taxation, etc.) and recommendations for future areas of action

Organisational aspects

  • Kick-off of research intern will be organised as soon as at least 6 students are registered in klips. The research intern can start already during the summer break.
  • Official meetings with the teacher(s) will be approx. every 2 weeks

Point of departure of the research intern

The European Union has introduced in its eGovernment Action plan 2016-2020 the principle of once-only provision of citizens and businesses to governments, while governments are sharing and re-using citizen data with the consent of the citizen and are not bothering the citizen to repeatedly ask the same data that is already in the hands of governments.

The European Commission is funding two projects to investigate the implementability of the once-only principle:

  • TOOP - The once-only principle project is fostering pilots of cross-border once-only implementations for businesses in three piloting areas
  • SCOOP4C - Stakeholder community for the once-only principle for citizens

Main objectives of the research intern

This research intern is related to the work SCOOP4C is carrying out. The main goal of the research intern is to develop future scenarios of cross-border once-only implementations in dedicated policy areas (education, health, citizen data such as birth registration and family allowance, taxation, etc. as mentioned in the proposed Digital Single Gateway regulation of the EU) and recommendations for future areas of action.

Tasks of the research intern

  1. Study the concept of once-only principle and existing solutions
  2. Extract from step 1 the key enablers and barriers for once-only principle implementations
  3. Develop future scenarios of cross-border once-only principle implementations. The particular arears are shaped by the public service areas stated in the Digital Single Gateway regulation of the EU
  4. Develop a roadmap of future areas of actions in order to successfully implement these scenarios of step 3
  5. Develop recommendations for the policy level to successfully implement the roadmap
  6. Document the findings in the project handbook and present the interim and final results to the teacher(s) and potentially to the stakeholder community of SCOOP4C

Required Qualification

  • Have some knowledge about cross-organisational and cross-border collaborations in public service provisioning
  • Have knowledge about the functioning and cultures of public sector actors across Europe
  • Have knowledge in collaborative governance, public governance the implementation of strategic objectives of Governments
  • Have some knowledge or at least strong interest in strategic planning and roadmapping methods
  • Soft skills required:
  • Competences related to project management
  • Good analytical skills
  • Good documentation skills
  • Good English skills
  • Good communication and presentation skills
