Transcontinental Bridge: Regional Training Centers for Spreading Modern Information Technology of Governing

The project was aimed at creating a regional centre for retraining the administrative staff of local administrative bodies in Turkmenistan. The centre was planned to be open to staff of both oblast' and local (city, district, ...) administrations.

The centres' activities were to mainly consist of training courses, but the centre was also also to offer library and consulting services to the regional and local administrative bodies.

Courses and teaching material were planned to be devoted to modern methods of management in public administration, but also to include topics like democratic procedures, local party systems, by-laws of representative bodies, local self-administration, and citizen participation.

Special emphasis was to be given to administrative processes supported by information technology and to business process reengineering.

The centres were to offer self-learning material and courses to administrators. All teaching material was to be kept in a database which woiuld have been available over the Internet via the project's website — even beyond the project's lifetime.

After a few months it became clear that due to the procedures in the partner country it would be extremely difficult to launch project activities. Consequently the project was stopped.
