Declaration on Barrier-Free Access

The Universität Koblenz-Landau, as operator of the website, endeavors to design the website in accordance with the relevant accessibility regulations. The following legal regulations apply to us: State Law on Equality for Disabled Persons (LGGBehM) and Barrier-Free Information Technology Ordinance of Rhineland-Palatinate (BITV RP).

This declaration on accessibility applies to the website of the Universität Koblenz-Landau, which can be accessed at www.uni-koblenz-landau.de/de and www.uni-koblenz-landau.de/en, but not to websites that are not offered in the content management system of the Universität Koblenz-Landau.

Status of compatibility with the requirements

The website (www.uni-koblenz-landau.de) and the corresponding mobile content are partially compatible with BITV RP due to the following incompatibilities and exceptions. The website of the Universität Koblenz-Landau is being adapted and optimized to comply with EU Directive 2016/2102 on the implementation of barrier-free internet for public bodies. The identified deficits and deficiencies are currently in an improvement process that is being successively worked through.

PDF documents and forms

  • Some of our PDF documents and downloadable forms are not accessible or barrier-free.
  • In the case of newly published PDF documents and forms for download, we will endeavor to provide an accessible version in a timely manner in the future.
  • If you need a specific PDF file or form that is not yet available barrier-free, please contact us at service@uni-koblenz-landau.de. Please indicate in which form you need the file and to which e-mail address / postal address you would like us to send it.

Publications

  • Our publications are currently not accessible.
  • For publications that appeared before September 2018 and are not part of an active administrative process, there is generally no provision for subsequent conversion to accessible PDF documents. For newly released publications, we will endeavor to provide an accessible version in a timely manner in the future.

Videos

  • Our embedded videos are published in video platforms. It is not possible to provide the required audio descriptions for some of these videos. As a result, WCAG success criterion 1.2.5 (audio description recorded) is not met. We believe that a fix would impose a disproportionate burden under the accessibility regulations.

Texts and navigation

  • Alternative texts for images, graphics and maps are partially missing.
  • Links can be incomprehensible.
  • The hierarchy of headings is partly not respected.
  • Some tables are not correctly labeled or used to position content.
  • Some lists have only one entry or are not correctly labeled.
  • Information in German Sign Language and Easy Language is not provided on the start page.
  • Some pages are not available in one language.
  • Thus, these pages are not compatible with the success criterion of WCAG 1.2.6 (Sign Language), 3.1.3 (Unusual Words), 3.1.4 (Abbreviations), and 3.1.5 (Reading Level).

Justification

The Universität Koblenz-Landau has a very extensive and diverse website, which is edited by over 1,000 decentralized editors. Therefore, editorial omissions in the area of accessibility are not entirely avoidable.

A large number of documents (file formats of office applications, e.g. PDF files) are provided on the website, and a large number were created before September 2018. Given the quantity, these documents could not yet be converted. We are making efforts to successively convert them to an accessible format. Some documents are supplied by third parties and are not available in an accessible format.

Optimization potential

The Plone 4.x content management system is used for the editorial and technical operation of the site. Currently, a complete restructuring for layout, design and user guidance is in progress. In the course of continuous development, all technical requirements for a barrier-free website have been met. No BITV test has yet been carried out by third parties for the listed content.

On the content level, texts have so far been optimized with regard to structure, headings and content, and the existing images and graphics have also been supplemented with descriptive alternative texts.
