Timely provision of knowledge and information especially in the area of the authorities and organizations with security tasks is crucial for effective execution of their tasks.
Through starting the piloting of the BKS-Portal.rlp by Interior Secretary Mrs Heike Raab at CeBIT 2013, Rhineland-Palatinate successive makes available a central knowledge and information platform to all authorities involved in fire and disaster protection as well as the emergency services.

To avoid new costly concept phases Rhineland-Palatinate had initially made a feasibility study based on the proven portal solution "POLICE ONLINE". On this basis, a team consisting of the staff from the regional authorities and local practitioners in collaboration with the University of Koblenz-Landau, developed the original solution for practical use in the fire protection and emergency services.

Besides providing possibilities for a central knowledge and information management the BKS-Portal.rlp offers an inter-agency cooperation, and supports the authorities in organizing and data management tasks.

Structure of BKS-Portal.rlp

In future, BKS-Portal.rlp will offer the central entry point for all local, state and other agencies involved in the fire and disaster protection tasks as well as the emergency services. BKS-Portal.rlp is based on the three core areas of knowledge and information management, organization and data management as well as collaboration.

Knowledge and Information Management

The BKS-Portal.rlp enables gathering, managing and providing current information about fire and disaster protection, education and emergency services in clearly structured domain portals. Main focus lies on current information about regulations, laws and policies, technical issues (such as equipment, inspection services) and finances. A decentralized editorship ensures the up-to-dateness of the page content.

Organization and data management

In order to provide the local and state authorities a common and uniform working platform, these are mapped in the form of organizational portals of the BKS-Portal.rlp. Beyond having predefined subpages with fixed content, these portals enable publishing further information on individual pages. Here, especially the management and maintenance of reachability data and data necessary for the preparation of emergency plans is supported.


To support the cooperation of the different authorities and organizations connected to fire and disaster protection tasks and emergency services BKS-Portal.rlp provides the common work areas for large-scale operations or joint, inter-agency exercises. Especially in dangerous inter-regional situations, the exchange of necessary data and information can be ensured through linking the individual data sources in one place.

Another components of the BKS-Portal.rlp are incentive systems, which can be integrated both on the domain or organizational portals. These are mostly integrated third-party applications that give users an incentive to log on BKS-Portal.rlp and use it for a longer period of time. Examples of these are web platform ZuSy, breaking news, weather forecasts and maps.
