Overview

The research group eGovernment investigates various aspects of ICT usage in the public sector. Examples are the conceptualisation and development of ICT for the public sector, concrete solutions, aspects of interoperability, standardisation, semantic web, information and process management in networked governments, etc. The group researches and teaches a structured method and approach of above themes on one hand. On the other hand, a strong collaboration with the practical area is applied in practical projects and accompanying research to eGovernment implementation projects.

The research group applies an interdisciplinary approach investigating human aspects, technology, organisation and process perspectives likewise and in their interrelations and interdependencies. The integration of these perspectives is of particular interest. Aspects of user-centric and citizen-centric system design, service-driven interfaces between administrations, between administrations and citizens, between administrations and businesses, and between administrations and non-profit-organisations are studied and conceptualised are addressed as well.

Selection of research topics

Currently, the research group concentrates on the following issues of ICT-implementation and diffusion in the public sector:

  • eGovernment in general: application fields in government and policy-making, healthcare, education, safeguarding and protecting the environment and society, emergency management, jurisdinction, innovation potentials of new technologies
  • ICT supported process execution: integrated workflow, document and process managemetn, process modeling in eGovernment and one-stop government, life-event concept, integrated modeling of citizen- and government views including pan-european public services
  • reference architectures for eGovernment
  • standardisation and interoperability in eGovernment: data standards, system interoperability, as well as semantic and organisational interoperability in cross-organisational public administration networks
  • Cooperation, interorganisational collaboration, citizen participation and CSCW (Computer-Supported Cooperative Work)
  • methodologies towards integrated system development in eGovernment: analysis, requirements gathering, success factors, user-centric system design (user participation and usability as well as access for all), implementation of projects from strategy to roll-out and runtime, process performance analysis and feedback loops
  • security, digital identities, digital signatures
  • trust in eGovernment systems
  • information and knowledge management in the public sector: how governments approach and contribute to the knowledge society, concepts of structuring information and knowledge portals, knowledge bases to support decision making in government processes and policy making, support of the executive branch, of the healthcare domain and of emergency teams through expert systems, the semantic net as an option to structure public services and information and to make these accessible in a user-centred way, intelligent agents to support the work of public administration and politicians.
